The S3 marking shows that the upper resists water penetration and absorption for a set time. Water resistance of the whole shoe is a separate marking, WR. If you work in water for long periods, choose a WR-marked model or safety wellington boots.
Both have a toe cap and penetration resistance in the sole. S3 also requires a water-resistant upper and a cleated outsole; S1P does not. More in S1P vs S3.
Impact and compression protection are tested the same way. Composite toe caps are lighter and conduct less heat; steel toe caps can be slimmer. Aluminium sits in between.
