PPE Selection Matrix by Job

Vitrin Online · Free OHS tool · PPE Regulation Annex 3

Which PPE may be required for which job?

Select the activities in your workplace and see, in a single matrix, the situations in which the use of personal protective equipment may be required under Annex 3 of the Turkish Regulation on the Use of Personal Protective Equipment at Workplaces. Print the matrix or export it to Excel.

Important: Annex 3 is not an exhaustive list. The PPE to be used is determined by the employer based on the workplace risk assessment (Art. 7). This tool does not replace a risk assessment; it is a starting list to support it.

What is a PPE matrix and how do you prepare one?

A PPE matrix is a table that lists the jobs or tasks in the workplace in rows and the required personal protective equipment in columns. Under the Regulation, the process works as follows:

  1. Collective protection first: The employer gives collective protection measures priority over personal protection measures (Art. 5).
  2. Risk assessment: Based on the risk assessment, the employer determines the PPE that must be used (Art. 7). Risks are assessed using the table shown as an example in Annex 1 (Art. 8).
  3. Comparison with Annex 3: PPE is used in the jobs listed in Annex 3 and similar jobs where risks cannot be prevented or sufficiently limited by collective protection methods (Art. 8).
  4. Free issue and records: PPE is provided by the employer free of charge (Art. 6/1-e). To document the handover, you can use our PPE issue record tool.

The sample risk identification table in Annex 1 is a blank template showing physical (mechanical, thermal, electrical, radiation, noise),chemical and biological risks in columns and body parts (head, upper body, lower body, other) in rows.

FAQ

Is the Annex 3 list binding and exhaustive?

Annex 3 is titled "Work and sectors in which the use of personal protective equipment may be required", and Article 8 uses the wording "in the work listed in Annex 3 and similar work". The list is therefore indicative: a risk assessment may also require PPE for work that is not on the list.

Who determines the PPE?

The employer determines the PPE to be used, together with the measures to be taken as a result of the risk assessment (Art. 7). OHS professionals support the employer in this process.

Does ordinary work clothing count as PPE?

No. The Regulation excludes ordinary work clothing and uniforms that are not specifically designed to protect the health and safety of workers (Art. 2/2-a). Clothing with protective properties (e.g. reflective clothing, weather-resistant clothing) is listed separately in Annex 3.

How should I use the matrix?

Select the activities to build the matrix, compare it with the findings of your risk assessment and add items where necessary. When issuing the selected PPE to workers, record the handover with a PPE issue form.
